Janet Peguero

Janet brings a wealth of experience in government, nonprofit, and community development to her role at Constantinople & Vallone. A seasoned public servant and strategic leader, Janet has built a career focused on equitable access to services, local economic development, and empowering underrepresented communities.

Before rejoining the firm, Janet served as the Deputy Borough President for the Bronx, where she made history as the first immigrant woman of Dominican descent to hold the position. In that role, she oversaw key units including Land Use, Health and Human Services, Community Boards, and Policy. She played an instrumental role in driving major revitalization efforts such as the reimagining of the Kingsbridge Armory—securing $200 million in state and city funding—and launched initiatives to support small businesses, maternal health, and community-based development.

Janet’s government service also includes roles at the NYC Department of Small Business Services (SBS), where she developed and led the city’s first Commercial Lease Assistance program and served as Senior Rezoning Manager for the Bronx and Upper Manhattan. Her work prioritized equitable access to city services, pro bono legal aid, and inclusive planning.

Janet’s career began in the nonprofit sector at the Vance Center for International Justice, where she built cross-border networks to expand legal access for civil society organizations across Latin America and Africa. She also held roles at Montefiore’s Behavioral Health Unit and Cardinal McCloskey, further deepening her commitment to community well-being.

Janet earned her B.A. in Latin American and Caribbean Area Studies and Sociology from SUNY Binghamton as an EOP scholar and is a proud graduate of New York City public schools. She is also a 2019 Council for Urban Professionals (CUP) Fellow and continues to serve on boards including the NYCEDC and NYC IDA/BUILD, where she influences policy decisions around land use and inclusive growth.
